Territorial commented today that the soil may not have been warm enough. They said that they will offer a replacement if they have access to some, if not, they will send a refund.
I checked the moisture level and it appears to be fine.
How frustrating. I'm sorry they didn't make there is plenty of time to get another crop going. Nice of Territorial. Nurseries usually don't do this.
